ABOUT JOBSTART
JobStart Philippines is a program of the Department of Labor and Employment (DOLE) preparing young Filipinos for employment. JobStart does this by providing out-of-school youth with career coaching, life skills and technical training, and internships with employers.

Partnering with the private sector, JobStart Philippines helps employers meet their manpower needs with well-prepared, talented, and enthusiastic young men and women.

JobStart Philippines is a collaboration between DOLE, the Asian Development Bank and the Government of Canada.

REQUIREMENTS
JobStarters and Employers must meet all requirements to be eligible for the program:

YOUTH
EMPLOYER
18-24 years old
Registered business operating in the surrounding area of a participating PESO
At least high school graduate
Holds a certificate of compliance of labor standards from DOLE
Currently not in employment, not enrolled in school or in any training
Capacity to provide internships of up to three months with commitment to pay at least 75% of the minimum wage in the area
Actively seeking work

0-12 months work experience




HOW DO JOBSTART PREPARE THE YOUTH FOR WORK?
JobStart provides JobStarters with:
1.      Career Coaching with session on labor market information from trained career guidance advocates
2.      10-day interactive life skills training program to prepare them for the workforce
3.      Referrals to employers for interviews and placement
4.      Training plans with employers covering 3 months technical training and 3 months internship. Employers have flexibility in designing plans

WHAT DOES JOBSTART FUND?
1.      JobStart fully funds the 10-day life skills training program and provides the JobStarter with a daily allowance of P200.
2.      JobStart provides grant to the employer to cover training costs and the JobStarter’s daily allowance. This is for the three-month technical training.
3.      JobStart provides grant to the employer of P1,000 per month per JobStarter to cover administration costs. This is for the fix six-month training and internship.
4.      JobStart pays for the JobStarter’s medical clearance before internship, and accident insurance for 12 months  starting from the first day of life skills training.
5.      The employer provides the JobStarter with a stipend of at least 75% of the minimum wage during the three months of internship.

HOW DO YOUTH REGISTER?
JobStart opens registration twice yearly:
In April and in September. Registration takes place at the PESO on a first-come first-served basis.

HOW DO EMPLOYERS PARTICIPATE?
1.      Employers can register for the program anytime during the year through contacting DOLE or the participating PESO.
2.      JobStart consults with interested employers on requirements and procedures.
3.      After JobStarters complete life skills training, they are referred to employers for interview.
4.      Employers advise JobStart on successful applicants accepted for internships in their firms, then submit a training plan.
5.      Employers sign a Memorandum of Agreement with JobStart at the local PESO.
6.      JobStarters undergo technical training with the employer or with a TESDA-accredited institution.
7.      Upon completion of technical training, JobStarters undertake internship with employers.

8.      Employers evaluate JobStarter performance during the internship.
